The project will be of 8 year duration, starting from 2007-08 to 2014-15
The project period and activities divided into three phases; Preparatory Phase, Implementation Phase and Closing Phase.

Preparatory Phase
Preparatory Phase is fundamental for implementation phase. Under this phase, Institutional Arrangement with in the Department including, creating Empowered Committee (EC), Project Management Unit (PMU) will be completed. The process of selection and hiring of consultants /external experts will be completed. Consolidation of legal system, if any, required by the project components, placement of additional project staff, selection of sites and target villages for JFMC/ SFDC/ EDC, capacity building of departmental personnel and JFMC / SFDC/EDC , preparation of guidelines, Management Manuals and Handbooks with the support and assistance of external experts, improvement of infrastructure will be commenced. The schedule period for this phase will be one and half year.

Implementation Phase
All the components of the project will be put into action based on Preparatory Phase during the implementation phase. The schedule period for this phase will be one to eight year depending upon the type of activity and the component.

Closing Phase
This will be the last phase of the project and the schedule period for this will be last three years depending upon the operation of works in different JFMC/ SFDC /EDC. Basically the work is phase out work where in a revisit will be there in the micro-plan of the village to identify the work left out unattended during implementation phase and preparation of an action plan for the same so that they become self sustaining financially and organizationally by the end of the project.
